Avoid running e2fs tools while device still mounted

    Description

      1.Prevent mountdata from being modified when someone mistakenly runs tunefs.lustre on mounted devices, or intentionally uses --live to update mountdata.
      2.Provide clearer and more informative error messages when mountdata is modified.
