Allow LNet interfaces to be manually disabled

    Description

      Currently, the only way to manually disable an LNet interface is to delete it. It would be useful to be able to temporarily disable LNet interfaces via lnetctl. This would give admins a network agnostic method to temporarily block traffic to a subset of clients or block certain routes.
