Description

Lustre headers suffer from a few problems:

• Not using search paths correctly i.e. "" vs <>
• Globally scoped headers for internal interfaces
• Strange dependencies between headers
• Not including-what-you-use
• Headers can't compile stand alone
• uapi header compilation test is part of sanity.sh rather than the build system

All this and more - will be addressed as part of this ticket.
