[LU-19917] MGS replica imperative recovery support

Description

. update MGS replica nidtbl upon MGC notify
. enqueue IR on OSTs to support MGS replica on OST, though IR won't
take effect, but it will notify MGS replica on the node
. update test script zconf_mount() to use MGS replicas for client
mount, with this change, MDTs/OSTs use MGS0, while clients use
MGS replicas, and the replica list is shuffled to distribute
client connections among all MGS replicas
