This issue relates to the following test suite run:

test_160h failed with the following error when running a custom test session with 12 MDTs:

mds9: User cl11 still registered

It always fails on facet mds9, though the logs show all of the changelog users are properly configured.

I couldn't find anywhere obvious where MDT000$idx or similar was used, so possibly in the changelog_register or ${facet}_svc handling code? Disable for now, so that the remaining fixes can be landed.
