[LU-19964] EC: integrate optimized assembler ISA-L routines

Description

Currently using plain C implementation of the EC library. Integrating the optimized assembler versions (ISA-L) would provide an enormous performance boost for parity computation.

This is largely a build integration task rather than a programming task, and can be done independently from the rest of the EC project. Good candidate for a new team member or someone like Max.
