LU-20329 patch https://review.whamcloud.com/66451 dropped "neterror net nettrace malloc" arguments from set_default_debug and moved them to SUBSYSTEM environment variable at the top of sanity-lnet.sh, but SUBSYSTEM is the variable used to set subsystem_debug mask, not the debug mask. The correct variable is PTLDEBUG.
