FLR-EC: reduce sanity-ec.sh subtests to use minimum OSTCOUNT possible

      The current sanity-ec.sh subtests often require 6 or 8 OSTs in order to run. However, much of the functionality could be adequately tested with --ec 2+1 or --ec 2+2 if OSTCOUNT was 3 or 4. Otherwise, the majority of the sanity-ec.sh subtests are skipped in Janitor testing and we lose important and timely test coverage on patches.
