      ioctl(FS_IOC_FIEMAP) (filefrag) on an EC file with a data stripe on an unavailable OST blocks until the OST returns. See the LU-20212 test results.

      ptlrpc_queue_wait < osc_object_fiemap < cl_object_fiemap < fiemap_for_stripe < lov_object_fiemap < cl_object_fiemap < ll_do_fiemap

      The FIEMAP RPC to the unavailable OST could be sent no-delay and its extent returned with FIEMAP_EXTENT_UNKNOWN (the data can be read, but its placement is not known), instead of waiting for the OST.
