[LU-3039] OI scrub and LFSCK do not work on lustre-2.4

Description

1. Some patches landed to Lustre-2.4 recently break OI scrub and LFSCK.

2. There is deadlock between LFSCK engine and OI scrub thread. We found the LFSCK cannot finish as expected when we test large file set (more than 10M files).

All these issues should be resolved before Lustre-2.4 deadline.
