LU-16 reserve OBD_CONNECT_MAXBYTES connect flag

Reserve connect flag landed to master to prevent conflicts.

Breaks b1_8 compile as it updates struct obd_connect_data without actually updating wiretest.c and pack_generic.c that try to reference now missing fields padding1 and padding2 that were replaced with padding and ocd_maxbytes
