      Add public APIs that enable Cray DVS and other LNet clients to receive callbacks when a LND's link to a peer goes up or down.

          We can drop the patch and close the bug.

          It was originally designed for Cray's DVS but not worked and not used by DVS in production.

          Wally, what about LNet routers? is you send a callback when router down, or when real peer is down?
