[LU-4464] nobody calls wakeup for ptlrpc_request::rq_set_waitq

Description

This waitq is added by patch of BZ21938, however, nobody will wakeup thread waiting on this queue, the reason that we didn't run into problem is probably because it's a timed wait (5 seconds)
