[LU-5845] need new spec file and build changes for e2fsprogs build on SLES 12

Description

In order to do production builds of our e2fsprogs on SLES12 we will need a mod something like http://review.whamcloud.com/11147, LU-5307 build: add support for RHEL-7 .spec file. That previous mod adds build support for el7.

In the absence of such a mod I have temporally been building e2fsprogs on SLES 12 using the existing SLES 11 spec file, slightly edited. That seems to work OK.
