I have run this the test sets(sanity-sec then lustre-rsync-test) 5 times while only hit LU-5907, cannot reproduce it in my local env

Hi, Sarah, the rsync test failure could be dup of LU-5907.

I tried run sanity-sec and lustre-rsync-test manually but cannot reproduce this bug, while lustre-rsync-test failed for another error

I can't find debug log in the maloo result. Sarah, is it possible to reproduce it manually and collect debug log on both client & MDS? Then we may see why the setquota failed for "Operation not permitted". Thank you.
