This ticket is to collect information on the problem that ORNL are experiencing when they try and add more than nine routers.

"The issue we have been seeing is where we cannot increase the number of routers beyond 9. It does not matter which routers of the 28 the 9 are in use, when we increase beyond 9 we get LNET messages."
