recovery-small test 18a failed as follows:

CMD: shadow-42vm2.shadow.whamcloud.com cp /tmp/f18a.recovery-small /mnt/lustre/d18a.recovery-small/f18a.recovery-small
Try interactive use without arguments or use one of:

By searching on Maloo, I found the failure did not occur constantly, so we do not need make it as a blocker for 2.8.0.

This bug was marked as a blocker, but did not have a Fix Version assigned, so it is not being tracked for any release. Is this still considered a blocker for 2.8.0?
