[LU-6901] LNet: Support dynamic number of NIDs in ping response

Yes. In fact the only reason for LNET_PING_BUFFER_MAX is that currently IB RDMA doesn't support IPv6 addresses. Otherwise we could do way more.

simmonsja, hornc, I thought there was just recently patch https://review.whamcloud.com/54673 "LU-17700 lnet: properly calculate ping buffer size" that was changing the limit of the number of NIDs in a ping reply because of IPv6?

According to LNET_PING_BUFFER_MAX = 3960 it should be possible to receive up to 198 IPv6 NIDs or 495 IPv4 NIDs, so I think this ticket can be closed as a duplicate of LU-10003 or similar?
