the new OSC entry on client's configuration by single OST configuration regeneration should be skipped

      When some OST regenerates its configuration by "tunefs.lustre --writeconf",
      the newly added OSC entry in client configuration should be skipped just as
      it is done on the OSP entry in MDT(LOD) configuration.
