It appears that the approach taken by lbuild prevents the building of lnetctl and the DLC libraries. We had originally believed that this was only affected by the presence of libyaml and libyaml-devel. It turns out that lbuild also has a problem.

Overall, the fact that "make rpms" and lbuild give different results is very concerning.
