[LU-8301] namespace LFSCK cannot handle ROOT fid properly

Description

It is found that the lfsck_find_mdt_idx_by_fid() will return failure for "ROOT" FID. That will cause unexpected "failed_phase1:" in the namespace LFSCK status output.
