As is discussed in comments in https://review.whamcloud.com/#/c/24716/8 at patchset 7 and 8 (and more) there are some problems with flock locks recovery in the fact of server death and some parallel packet loss.

We need to ensure lock chains reconstruction works correctly for flocks.
