liblnetconfig.a not installing properly with "make install"

    Description

      When I do a "make install" from my Lustre source directory, the library liblnetconfig.a is not being properly installed.  What is being installed in /lib does not match what is in the lnet/utils/lnetconfig/.libs directory.  I'm not really sure where the library which is installed comes from.

            Thought was part of PFL, Joe G indicated that it was not.  Removed link from PFL tracking ticket

            Related to this is the fact that the utility lnetctl itself is also not being updated properly with "make install".  I have noticed that lnetctl is being rebuild under lnet/utils, but is not being copied to lnet/utils/.libs.  The version in lnet/utils/.libs is what gets installed into /lib.
