[LU-9743] test-framework fails to setup servers in a local environment

Description

LU-7884 seem to introduce this issue adding do_facet $facet "touch $device" after which mkfs.lustre fails to create a new file of required size.
I can run llmount/sanity/etc with that line commented out only.
