[LUDOC-190] Figure 3.2 missing from manual

Description

Figure 3.2 does not appear in the manual. It was inserted as a .svg file but the .svg file is not in the Figure folder in the build directory (nor is a .png file for this figure). Note that this figure is called MDTs_Failover (not MDT_Failover, which is figure 1).

(Figures 3.1 and 3.3 were inserted as .png files due to a problem with calling .svg files - See LUDOC-187)
