User documentation is needed for the PFL self extending layout work being tracked in LU-10070.

vitaly_fertman and spitzcor: I have pushed a patch of basically a literal translation from the content in the word document. Please watch for review on that content (including my own) and refresh the patch accordingly.

spitzcor: I can help translate into an initial patch for the manual and then vitaly_fertman can take it from there as comments come in for updates/changes. However, what makes that easier is if you can post the word document format as there is some automated translation that is possible. Can you please post a word version to proceed?
