lctl set_param -P silently fails

    Description

      Quentin discovered while testing on a single node set system that lctl set_param -P does not handling errors in the same way as lctl set_param does. We need to add a warning to "lctl set_param" as well for "lctl set_param -P" when they are used with the "param value" syntax.
