debian/control is being modified during build, causing builds to be flagged dirty

Let us follow the same pattern as debian/changelog -> debian/changelog.in

So debian/control -> debian/control.in

In addition libkeyutils1, libkeyutils-dev are needed during dkms builds on Debian (10) and Ubuntu (20.04) so add them to the lustre-client-* packages.
