replace mdsrate with mdtest in Lustre test suite

      The mdsrate application is no longer actively developed and should be replaced by mdtest, which is what users are going to be running in the field.
      Currently, mdsrate is used in the following subtests:

      performance-sanity/{3,4,5,6,7,8}
parallel-scale/statahead
large-scale/3a
large-lun/3
