[LU-18189] Improve checkpatch-man.pl functionality

Description

There are still many improvements to be made for the checkpatch-man.pl script. Some of the main improvements to be done are:

• Add options similar to what checkpatch.pl currently has
• Improve the subject version command (add the git tags)
• Improve message clarity for users
• Improve context surrounding the checks so fewer false positives exist

As new pages are made, it is certain that the script will require modifications to catch new edge cases

Note that patches relating to this ticket should use Test-Parameters: trivial to avoid overloading the test system
