LNet: lnet routing between IPv6 tcp and o2ib lnets fails

      If lnet routing is set up to connect an IPv6-based tcp and an o2ib lnet, tcp and o2ib endpoints cannot reach each other. 

      A <-o2ib-> R <-tcp (IPv6)-> B

      The nodes are able to add the proper routes and ping the router so that the route state is listed as "up" on both sides. However, "lnetctl ping" across the router times out.
