[LU-18637] Control LNet network that servers use to connect to remote peers

Description

For connections established by servers to remote peers (MGS, other servers) it could be useful to control which LNet network is used.

A way to achieve this could be to leverage the work done as part of LU-7845, in particular the '-o network' mount option.
