Although link-local IPv6 addresses are limited in scope such that they can be used to communicate directly (L2-limited, i.e. can't go beyond router), they are automatically available and still may be used if it is ok to stay within the same L2 domain. 

Add an option which allows link-local IPv6 addresses to be used by LNet, but turn it off by default.
