FLR-EC: calculate correct file blocks for EC parity components in LSoM and getattr

    Description

      stat() / getattr reports incorrect st_blocks for files with EC parity mirrors. Block accounting needs to correctly handle parity stripes. Affects capacity planning (du/df) for EC files. Related to existing FLR mirror block counting bug LU-14970. Migrated from EX-12852. Replaces LU-19971 (wrong issue type).
