conf-sanity test_36 can be fixed to be run on configuration with remote osts.

patch fixes the following:

Do not skip the test when osts are remote.
Create osts with different blocksizes.
Fix ALLOWANCE to be calculated based on FSNAME2 ostcount,
instead of $OSTCOUNT.
