lustre_idl.h compilation regression from LU-3569

    Description

      Patch da12d3ba for LU-3569 introduced a regression into lustre_idl.h. lustre_idl.h is packaged for inclusion in userspace, and therefore cannot use parts from lustre's kernel internals.

      CERROR is not permitted in lustre_idl.h.
