      Startup acceptor when dynamically adding an NI that requires the thread to be running.

            This will prevent configuring ksocklnd with DLC, so it is probably needed for DLC to be useful in 2.7.0.

            It would be great if test-framework was changed to start configuring the network with DLC entirely, so that bugs like this could be found earlier.
